O FONGTIL REALIZA SOCIALIZAÇÃO DA GUIA DE SUBVENÇÃO PUBLICO – GASC AOS MEMBROS ONG NA REGIÃO LESTE.

Hoje segunda-feira, dia 30 de Junho de 2025, O Secretariado de Forum ONG de Timor-Leste (FONGTIL) realiza uma socialização da guia de subvenção publico – Gabinete de Apoio á Sociedade Civil (GASC) aos membros ONG na Região Leste composto por Manatuto, Baucau, Lautem e Viqueque.
Esta socialização realiza-se no Salão Teatru Filteda, suco Tirilolo, Postu Administrativo de Baucau villa Municipio de Baucau com o objetivo para os membros ONG podem haver Conhesimento e como podem ser acesso aos fundus da subvencao publico de GASC, Para os Membros da ONG podem ser apresentar as ideias e algumas recomendacoes ao GASC para melhora Guia, Para Os Membros da ONG podem ser discutir sobre plano de Diálogo no Região Leste entre IX Governo Constituicional, Sociedade Civil e Comunidades, para Os membros da ONG podem escolha um novo Ponto Vogal em cada municipiu (Manatuto, Baucau, Lautem e Viqueque).

Na sessão de manhã, o Diretor Executivo do Secretariado do FONGTIL Sr. Valentim da Costa Pinto disse “ O secretariado FONGTIL mantein continua procurando uma oportunidade para encontra-se com os seus membros para partilha as informações através do quatros (4) Mandatos que durante o secretariado executar como Dessimina as Informações, Coordenação, Advocacia e Empoderamento aos seus membros. Liga aos problemas que enfrentamos como despejo em municipio de Baucau consideramos grave porque os atendimentos dos nossos agentes aos vendedores é menos humano, portanto presijamos as nossas intervenções para que nosso governo possa estabelecer adequadamente suas intervenções. As Organizações das Sociedade Civil não rejeitado os desenvolvimentos, nós apoiamos, Mas queremos que os resultados do desenvolvimento agradem às pessoas, Não reincida a vítima. O funcionamento do OGE para 2026 também foi reduzida no Banco, Isso significa que dez anos do nosso dinheiro podem ter caído. portanto, o papel da sociedade civil deve encorajar o governo a olhar e considerar nosso dinheiro. Baucau tem potencial para entrar no Município em 2027. Temos as limitações para acesso ao aos fundos em nosso país, devemos levar em consideração que este é os nossos problemas. Tem de haver um Guia, mas o Guia não pode regular a advocacia, se a advocacia for para o regular então vai dar ameaças a nossa liberdade de expressão em Timor-Leste. ”

Alem de isso, a apresentação do Ponto Vocal FONGTIL no Municipio de Bauca Sr. Olga Matilde da Costa disse: “Quando existe uma problema em Baucau, as Organizações das Sociedade Civil em Baucau reunem-sé e trabalhar em conjunto para discutir regularmente com o Presidente Autoridade do Município de Baucau sobre as problemas no terreno. Fomos diretamente à comunidade e aos negociantes para fazer uma aproximaçào e apresentamos os seus problemas ao Presidente Autoridade do Município de Baucau. Dessas ações, as negociantes também receitam, mas tentamos fazer uma discussão para dar as soluções para esses problemas em Baucau. O plano estratégico em Baucau deve ser faça o desenvolvimento ao Presidente da Autoridade Municipal e Gestão do Mercado peça perdão à Comunidade e Organização da Sociedade Civil em Baucau. Durante este período, trabalhamos como ponto focal voluntáriamente no Secretariado da FONGTIL. O problema em Baucau é que o Director da Sociedade Civil e Organização Comunitária de Baucau não coopera com a Organização da Sociedade Civil em Baucau.”

Alende de isso, apresentação o ponto vocal FONGTIL em Municipio de Lautem sr. Venancio da Costa P. de Jesus disse: “ Os problemas sociais em Lautem são as condições severas da estrada Lautem a Lospalos e a estrada para o Município para o Posto para as aldeias é muito ruim. Este problema começou desde no I Governo até agora IX Governo Constitucional. Atualmente o problema enfrentado pelo município de Lautem está no Setor Agricultura, A maioria dos produtos em Lautem é milho, mas as comunidades não fazer a quinta. Apenas de quarenta (40) tratores más foram nove (9) que vai fazer operação até agora. O setor da educação o edifício continua com as condições não muito bem e o setor de saúde não possui medicamentos”.

Na abertura em sessão de tarde, o Diretor Executivu FONGTIL Sr. Valentim da Costa Pinto disse: “O objetivo do nosso reunião é como uma sessão muito importente para que você receber uma esplicação sobre subvenção publica que gerente pelo Gabinete de Apoio à Sociedade Civil que continua apoiar ao FONGTIL e os seus membros ONG que são apoiados em todos os anos. Portanto o Secretariado FONGTIL penso que tem uma necessidade para organizar este enkontru para permite a equipa de Gabinete de Apoio à Sociedade Civil pode ser dar uma explicação profunda sobre o Curso, conteúdo e requisites que presizar de prencher antes de fazer uma aplicação ao fundos que oferecer pelo o Gabinete de Apoio à Sociedade Civil que sempre tem o todos os anos”.

Alem de isso, O representante Prezidente Autoridade de Municipio de Baucau Chefe Departemento Apoiu Organização Não-Governamentais e Organização Comunitaria Sr. Januario Correia disse: “O papel e o contribuição da Organização Sociedade Civil é importante para criar uma parceria entre Organização Sociedade Civil e Goveno ao desenvolvimento do nosso país, o objetivo do nosso parceria é como uma força para ajuda o Governo, porque O governo sozinho não poderá fazer nada. As guias de Subvenção públicos são um guia para seguirmos para descobrir o que está perturbando nossos deveres. Este gestão de atendimento precisa uma guia para kontribui ao desenvolvimento no setores importantes”.

No final, o Coordenador do Gabinete de Apoio à Sosiedade Civil, Sr. Eng Joaquim da Costa Freitas disse: “IX Governo Constituicional pôr uma consideração ao Organização da Sociedade Civil (OSC) faz parte determinante ao processo de construção do Estado e Nação ao desenvolvimento para consolidar a democracia em Timor-Leste. Portanto, parceria entre Governo e Organização da Sociedade Civil (OSC) pode empoderar através de participação ativo e responsavel no agenda de estratégia ao desenvolvimento deste País. As Organizações das Sociedade Civil baseia ao valores como Honestidade, Transparancia, Valorização À Pessoas, Serviço com o Espírito da Equipa, Empenho na participação, responsabilidade e Investimento nos ações comunitarias que práticos e sustentaveis. Criteria fundos de Sociedade Civil é valido ao todas as pessoas, tem oportunidades igual aos todas as Organizações, vinte e três (23) anos independência nós dever ser aposta ao qualidade. A presença de este Gabinete para distribui os fundos ao alvo certo, e as Organizações que foi recebido os fundos tem uma obrigação para entregar o relatorio”.

FONGTIL REALIZE SOCIALIZATION THE PUBLIC SUBVENTION GUIDE – GASC TO NGO MEMBERS IN THE EAST REGION.

Today, Monday, June 30, 2025, the Timor-Leste NGO Forum Secretariat (FONGTIL) is realize socialization the public subvention guide – Civil Society Support Office (GASC) to the NGO Members in the east region composed of Manatutu, Baucau, Lautem and Viqueque.

This activity takes place at the Filteda Theater hall, Tirilolo Village, Administrative Post of Baucau Village, Municipality of Baucau with the aim that NGO members can have knowledge and how they can access the public subvention funds of GASC, For NGO Members, they can present ideas and some recommendations to GASC for improvement of the Guide,For NGO Members to discuss the Dialogue Plan in the Eastern Region between the IX Constitutional Government, Civil Society and Communities, for NGO Members to choose a new Vocal Point in each municipality (Manatutu, Baucau, Lautem and Viqueque).

In the morning session, the Executive Director of the FONGTIL Secretariat, Mr. Valentim da Costa Pinto, said, “The FONGTIL secretariat continues to seek an opportunity to meet with its members to share information through the four (4) mandates that the secretariat executes, namely Dissemination of Information, Coordination, Advocacy, and Empowerment to it’s members. The issues we face such as eviction in the municipality of Baucau are considered serious because the assistance from our agents to the vendors is less humane, therefore we need our interventions so that our government can properly establish its interventions. The Civil Society Organizations do not reject the developments, we support them, but we want the development results to please the people, and not to re-victimize. The operation of the general state budget for 2026 has also been reduced at the Bank. This means that ten years of our money may have been lost. Therefore, the role of civil society should encourage the government to look at and consider our money. Baucau has the potential to enter the Municipality in 2027. We have limitations in accessing funds in our country, we must take into consideration that these are our problems. There must be a Guideline, but the Guideline cannot regulate the Advocacy; if the advocacy is to be regulated, then it will threaten our freedom of expression in Timor-Leste”.

In addition to this, the presentation of FONGTIL Vocal Point in the Municipality of Baucau, Ms. Olga Matilde da Costa said: “When there is a problem in Baucau, the Civil Society Organizations in Baucau come together and work collectively to regularly discuss with the President of the Baucau Municipal Authority about the issues on the ground. We went directly to the community and the traders to make an approach and presented their problems to the President of the Municipality Authority of Baucau. Of these actions, the negotiators also recommend, but we try to have a discussion to provide solutions to these problems in Baucau. The strategic plan in Baucau should be developed for the President of the Municipal Authority and Market Management to apologize to the Community and Civil Society Organization in Baucau. During this period, we worked as a focal point voluntarily at the FONGTIL Secretariat. The problem in Baucau is that the Director of the Civil Society and Community Organization of Baucau does not cooperate with the Civil Society Organization in Baucau”.

At the end of the morning session, presenting the vocal point FONGTIL in the Municipality of Lautem, Mr. Venancio da Costa P. de Jesus said: “The social problems in Lautem are the severe conditions of the road from Lautem to Lospalos and the road to the Municipality to the Post for the villages is very bad. This problem has existed since the I Government until now the IX Constitutional Government. Currently, the issue faced by the municipality of Lautem is in the Agriculture Sector. Most of the products in Lautem are corn, but the communities do not cultivate the land. Only forty (40) tractors but nine (9) will be in operation by now. The education sector, the building continues not to be in very good conditions and the health sector does not have medications”.

At the opening of the afternoon session, the Executive Director of FONGTIL, Mr. Valentim da Costa Pinto, said: “The purpose of our meeting is an important session for you to receive an explanation about the public grant managed by the Office for Support to Civil Society, which continues to support FONGTIL and its NGO members who are supported every year. Therefore, the FONGTIL Secretariat believes there is a need to organize this meeting to allow the Civil Society Support Office team to provide an in-depth explanation about the Course, its content, and the requirements that need to be fulfilled before applying for the funds offered by the Civil Society Support Office, which is available every year”.

In addition to this, the President Representative of the Municipality Authority of Baucau, Department Chief of Non-Governmental Organizations and Community Organizations, Mr. Januario Correia said: “The role and contribution of Civil Society Organizations is important to create a partnership between Civil Society Organizations and the government for the development of our country, the objective of our partnership is to be a force to help the Government, because the government alone cannot do anything. The public subsidy guidelines are a guide for us to follow to discover what is hindering our duties. This customer service management needs a guide to contribute to the development in important sectors.”

In the end, the Coordinator of the Office for Support to Civil Society, Mr. Eng Joaquim da Costa Freitas said: “The IX Constitutional Government sees the consideration of the Civil Society Organization (CSO) as a determining part of the process of building the State and Nation for the development to consolidate democracy in Timor-Leste. Therefore, partnership between the Government and Civil Society Organizations (CSOs) can empower through active and responsible participation in the development strategy agenda of this Country. The Civil Society Organizations are based on values such as Honesty, Transparency, Appreciation of People, Service with a Team Spirit, Commitment to participation, responsibility, and Investment in community actions that are practical and sustainable. The criteria for civil society funds is valid for all people, providing equal opportunities to all organizations. After twenty-three (23) years of independence, we must focus on quality. The presence of this Office to distribute the funds to the right target, and the Organizations that received the funds have an obligation to deliver the report”.
