FONGTIL PARTICIPA NA PROGRAMA GRANDE ENTREVISTA DISCUTIR SOBRE “O PÚBLICO ESTÁ PREOCUPADO COM OS CHINESES FAZENDO PEQUENOS NEGÓCIOS NO PAÍS” EM GMNTV

Hoje, Sexta-feira dia 01 de Agosto de 2025, o Diretor Executivo do Secretariado do Fórum ONG Timor-Leste (FONGTIL) Sr. Valentim da Costa Pinto junto com o Diretor da Serve IP sr. Fausto Soares participa na programa Grande Entrevista discutir sobre “O Público Está Preocupado Com Os Chineses Fazendo Pequenos Negócios No País” em studio GMNTV em Bebora Díli.

Na entrevista o Diretor Serve IP Sr. Fausto Soares diz ‘‘Sabemos que O Serve IP  vem com base legal de acordo com o decreto-lei no.83/2022 no artigo 14 disse que O Serve IP apenas de Verifica e registo, e os que dar a lisença é cada linhas de ministeriais, cada vez os publicos questionam que Serve IP dar o registo más não faz a controla. As atividades Comerciais nós não fazer separação aos emprezarios e seguido por leis. O Serve IP apenas de registrar os empresários para obter um Certificado de Registo Comercial (CRC). No Serve IP reconhecemos que o atendimento anda normal o processo rápido três (3) dias e mais tarde cinco (5) dias, e para receber uma sertificado de licença não é fácil porque Serve IP vai fazer uma inspeção de acordo com os requisitos existentes, em coordenação no trabalho, e a AIFAESA quem pode controlá-lo. O Serve IP durante esse tempo assegurar e garantir que e cada um de nós está a fazer as suas funções, temos o ponto vogal em coordenar o trabalho e obter todos os documentos para processar e identificar, embora os serviços ainda não sejam máximos, mas temos uma coordenação muito boa do trabalho, para melhorar suas lacunas para garantir as linhas existentes, obrigado às Organizações da Sociedade Civil por sua atenção.”

Além de isso, o Diretór Executivo do Secretariado FONGTIL sr. Valentim da Costa Pinto disse que: “Nos últimos anos após o estabelecimento do Serve IP, agradecemos ao Serve IP por oferecer aos nossos colegas chineses no nosso país um certificado de atividade comercial em quase todo o território de Timor-Leste legalmente, mas há muitas coisas que precisamos olhar, o que observamos, nos últimos meses vimos que eles violaram a iniciativa desde o início, por exemplo, o registro de um restaurante, mas no final não um restaurante, mas outra coisa, por não seguir as iniciativas escritas em seus próprios certificados. Portanto, pensamos que a Serve IP como uma instituição regularizador que não só para formalizar  os documentos para atividades comerciais, mas deve ser fazer uma acompanhamento para assegura as iniciativas para que nossos colegas chineses cumpram as regras para evitar práticas ilegais não pode ser existe. A maioria dessas atividades comerciais vem de nossos colegas chineses em nosso país, eles preenchem aos requisitos administrativos, mas as práticas que eles fazem quase que não seguindo com seus planos de comerciais, tem muitas irregularidades que ocorrem no campo quase faz as nossas populações muito preocupada, incluindo atividades comerciais tem a tendência de dominar o comércio local para ganhar espaço para fazer atividades comerciais. Por isso, pensamos que a Serve IP deve filtrar o processo de iniciativas quando os chineses estão a registar as atividades comerciais, para que as nossas comunidades possam ter as vantagens para assegura que os timorenses sejam os donos dessas atividades comerciais. Isso é o que é que nos observamos, por isso pensamos que para encoraja ao melhoramento dos serviços de serve IP deve ser melhor para assegurar esses licenciamentos, e isso contribuirá para as atividades comerciais em nosso país, deve haver uma conexão entre as linhas ministériais, precisa de melhorar para assegura a acontacilidade do processo de trabalho que bom, para contribuir ao elevar nosso desenvolvimento de economia. Queremos que os timorenses sejam donos do seu próprio país, fortaleçam o papel do Serviço de Serve IP para fazer o controlo e dêem a todos a oportunidade de investir da forma certa.”

FONGTIL PARTICIPATES IN THE GREAT INTERVIEW PROGRAM TO DISCUSS “THE PUBLIC IS CONCERNED ABOUT THE CHINESE DOING SMALL BUSINESSES IN THE COUNTRY” AT GMNTV

Today, Friday, August 1^st, 2025, the Executive Director of the NGO Forum East Timor (FONGTIL), Mr. Valentim da Costa Pinto, along with the Director of Serve IP, Mr. Fausto Soares, participates in the Great Interview program to discuss “The Public Is Concerned About The Chinese Doing Small Businesses In The Country” at GMNTV studio in Bebora Dili.

In the interview, the Director of Serve IP, Mr. Fausto Soares, says, ‘We know that Serve IP is based on the legal framework according to Decree-Law No. 83/2022, Article 14, which said that the Serve IP is only verifies and registers, and that the licensing is done by each ministry line. Each time the public questions that Serve IP provides the registration but does not do the control. We do not separate commercial activities according to the entrepreneurs and are followed by laws. In Commercial activities, we do not make a distinction for entrepreneurs and are guided by laws. The Serve IP is only responsible for registering entrepreneurs to obtain a Commercial Registration Certificate (CRC). At Serve IP, we acknowledge that the service is running normally, the process is quick: three (3) days for initial processing and later five (5) days, and obtaining a licensing certificate is not easy because Serve IP will conduct an inspection in accordance with existing requirements, coordinating work with AIFAESA, who can oversee it. Serve IP, during this time, ensures and guarantees that each of us is performing our functions; we have a key role in coordinating the work and obtaining all necessary documents for processing and identification. Although services are not yet optimal, we have very good coordination in our work, to improve our shortcomings and ensure existing protocols, thanks to Civil Society Organizations for their attention”.

In the Addiction, the Executive Director of FONGTIL secretariat Mr. Valentim da Costa Pinto said: “In recent years, after the establishment of Serve IP, we thank to Serve IP for providing our Chinese colleagues in our country with a commercial activity certificate legally throughout almost all of Timor-Leste. However, there are many things we need to look at, What we have observed in recent months is that they have violated the initiative from the beginning. For example, the registration of a restaurant, but in the end, it is not a restaurant but something else, due to not following the initiatives written in their own certificates. Therefore, we think that Serve IP as a regulatory institution not only to formalize documents for commercial activities but also to ensure that our Chinese colleagues comply with the rules to avoid illegal practices that should not exist. Most of these commercial activities come from our Chinese colleagues in our country, they fill the administrative requirements, but the practices they engage in often do not align with their business plans, there are many irregularities occurring in the field that make our populations very concerned, including commercial activities that have tend to dominate local trade to gain space for conducting business activities. Therefore, we think that Serve IP should filter the initiative process when the Chinese are registering business activities, so that our communities can have the advantages to ensure that Timorese people own those Commercial activities. This is what we observe, which is why we think that in order to encourage the improvement of Serve IP, it should be better to ensure these licenses, and this will contribute to commercials activities in our country, there must have a connection between the ministerial lines, which needs to improve to ensure the accountability of the work process, which is good, to contribute to raising our economic development. We want the Timorese to be the owners of their own country, to strengthen the role of the Serve IP to ensure control, and to give everyone the opportunity to invest in the right way.”
