FONGTIL, JUNTO COM MEMBROS DA ONG E REDES SECTORIAIS, REALIZOU UM COMUNICADO DE IMPRENSA SOBRE A APRECIAÇÃO, PREOCUPAÇÕES E RECOMENDAÇÕES DO FONGTIL PARA O PROCESSO DO ORÇAMENTO GERAL DO ESTADO PARA 2025

No dia 18 de Julho de 2024, o Secretário do Fórum de ONGs Timor-Leste (FONGTIL) junto com membros das ONGs e Redes Setoriais realizaram um comunicado de imprensa sobre a Apreciação, Preocupação e a Recomendação do FONGTIL ao processo de Orçamento Geral do Estado de 2025. O comunicado de imprensa foi realizado na sala de reuniões da FONGTIL Caicoli, em Díli, com o objetivo de dar ao Governo uma parecer para fazer um plano orçamental eficiente e eficacia e inclusivo que refleta ao situação atual no desenvolvimento de economia resiliente e sustentável. O FONGTIL recomenda aumentar a dotação orçamental para os setores produtivos como Agricultura, Pesca, Educação, Saúde, Infraestrutura Básica, Cooperativas e outros, que podem ser alterados para rescindir ao dependência de fontes de financiamento de fundos de minerais. O FONGTIL recomenda investir em setores produtivos para criar oportunidades de emprego e reduzir a dependência de importações.

No comunicado de imprensa o Director Executivo do Secretariado da FONGTIL, Sr. Valentim da Costa Pinto, disse que: “Pedimos ao Governo que dê mais importância e investes nos sectores produtivos com 5-10 por cento de cada sector que possa garantir a solução certa para o futuro a longo prazo de Timor-Leste, como o investimento no sector agrícola adaptado à tecnologia,  turismo (comunitário, religioso, de resistência e cultural), cooperativas, indústria, pesca, aumentando nossa produção interna, oportunidades de emprego e fortalecimento de nossa economia, e reduzindo a dependência de importações. Apoiamos a intervenção do Primeiro-Ministro (PM) na reunião do Dia do Orçamento de 2025, em 05 de julho de 2024, que pediu uma redução na alocação de Salários e Vencimentos e racionalizar para uso do Orçamento em categorias apropriadas que se concentram em resultados sustentáveis. Apoiámos a declaração do Primeiro-Ministro do IX Governo Constitucional na reunião da Jornada orçamental de 2025, que irá rever o estatuto das Instituições do EP e da IP, que não deve tornar pesado ao despesas do Estado, principalmente ao Salários e Vencimentos. Na Jornada do Orçamento também mostra uma situação em que há um importante exercício de redução das despesas desnecessarios do Governo, por exemplo, vemos na categoria de salários e vencimentos para pagar funcionários públicos do mês de Julho até Dezembro de 2024, que presijam um orçamento de USD 5,1 milhões, por isso pedimos a redução do orçamento para o salário do assessor,  reduzir o assessor no Ministério e no Parlamento Nacional, reduzir o funcionário em seu cargo, o que não é claro e não é importante. Pedimos ao governo para revee a alocação orçamento para as categorias não excessivas de bens e serviços, como reduzir as viagens ao estrangeiros com objetivos e agendas que não claros, reduzir o custo das cerimônias e transferências públicas não importantes”.

FONGTIL, TOGETHER WITH MEMBERS OF THE NGO AND SECTORAL NETWORKS, HELD A PRESS RELEASE ON FONGTIL’S APPRECIATION, CONCERNS AND RECOMMENDATIONS FOR THE PROCESS OF GENERAL STATE BUDGET FOR 2025

On July 18, 2024, the Secretary of the Timor-Leste NGO Forum (FONGTIL) together with members of NGOs and Sectoral Networks held a press release on FONGTIL’s Appreciation, Concern and Recommendation for the process General State Budget for  2025. The press release was held in the meeting room of FONGTIL Caicoli, in Dili, with the aim of giving the Government an opinion to make an efficient and effective and inclusive budget plan that reflects the current situation in the development of a resilient and sustainable economy. FONGTIL recommends increasing the budget allocation for productive sectors such as Agriculture, Fisheries, Education, Health, Basic Infrastructure, Cooperatives and others, which can be amended to rescind the dependence on mineral fund funding sources. FONGTIL recommends investing in productive sectors to create employment opportunities and reduce dependence on imports.

In the press release the Executive Director of the FONGTIL Secretariat, Mr. Valentim da Costa Pinto, said that: “We ask the Government to give more importance and invest in the productive sectors with 5-10 percent of each sector that can guarantee the right solution for the long-term future of Timor-Leste, such as investment in the agricultural sector adapted to technology,   tourism (community, religious, resistance and cultural), cooperatives, industry, fisheries, increasing our domestic production, employment opportunities and strengthening our economy, and reducing dependence on imports. “We support the intervention of the Prime Minister (PM) at the 2025 Budget Day meeting on 05 July 2024 who called for a reduction in the allocation of Salaries and Wages and Rationalize and for use of the Budget into appropriate categories that focus on sustainable outcomes. We supported the statement of the Prime Minister of the IX Constitutional Government at the meeting of the 2025 Budget Day, which will review the status of the EP and IP Institutions, which should not make it heavy on State expenses, especially Salaries and Wages. The Budget Day also shows a situation in which there is an important exercise to reduce unnecessary Government expenses, for example, we see in the category of salaries and wages to pay civil servants from the month of July to December 2024, who have a budget of USD 5.1 million, that is why we ask for the reduction of the budget for the salary of the advisor, to reduce the advisor in the Ministry and in the National Parliament, to reduce the official in his position, which is not clear and is not important. We ask to the government to review the budget allocation for non-excessive categories of goods and services, such as reducing foreign travel with unclear objectives and agendas, reducing the cost of ceremonies and unimportant public transfers.”
