A FONGTIL PARTICIPA NA REUNIÃO DE INVOLVIMENTO DE ORGANIZAÇÕES DA SOCIEDADE CIVIL CCM-TL

Hoje, segunda-feira, 07 de julho de 2025, a Secretaria do Fórum ONG de Timor-Leste participa na Reunião de Envolvimento da Constituência do Mecanismo de Coordenação do País – Timor-Leste (CCM-TL), que incluirá também uma apresentação das conclusões da visita de supervisão ao Município de Covalima e a apresentação da Repriorização Programática do programa GC7 do fundo global.

Esta reunião realiza-se na sala de reuniões do FONGTIL em Caicoli, Díli, com o objetivo de partilhar as principais conclusões da visita de fiscalização ao local em Covalima; e preparar a próxima Reunião Regular do CCM-TL, recolhendo contributos das partes interessadas sobre a Repriorização Programática do Programa GC7 do Fundo Global e possíveis mudanças de financiamento.

Na abertura, a presidente da CCM-TL, Sra. Zelia Fernandes, disse: “hoje viemos aqui para nos reunir sobre o envolvimento da sociedade civil, que trazemos com dois (2) pontos principais: primeiro, em relação à reunião regular da CCM-TL sobre os principais pontos que a CCM aborda para refletir sobre o que podemos fazer para contribuir para a prevenção e combate às três (3) doenças no nosso país, como o HIV/SIDA, a malária e a tuberculose. E outra intenção tem a ver com a geo-política regional e internacional que aconteceu há alguns meses, os Estados Unidos da América mudaram a sua política em relação ao seu governo, levando a que a decisão política afetasse imediatamente a redução do orçamento do fundo global como a principal fonte para as três (3) doenças, por isso, recentemente recebemos uma notificação do fundo global para ajustarmos o nosso orçamento em relação à política externa que está a acontecer. É por isso que o CCM Timor-Leste deseja tomar uma decisão que deve ouvir algumas sugestões e recomendações das Organizações da Sociedade Civil como uma equipa forte que contribui diretamente para a prevenção e combate a três (3) doenças”.

Alem de isso, o Diretor Executivo do secretariado do FONGTIL, Sr. Valentim da Costa Pinto, disse: “a existência do CCM-TL, estabelecido há alguns anos, visa cuidar da transmissão de doenças, especialmente VIH/SIDA, Malária e Tuberculose. Nos últimos anos, o nosso Governo declarou que Timor-Leste está livre de malária, mas através da nossa pesquisa detectámos que a malária continua a existir nos postos de saúde em Covalima, o que indica que precisamos de exercer o nosso estatuto. O movimento CCM-TL tinha uma fonte de financiamento global do Governo dos Estados Unidos da América, mas no ano passado, quando o Governo dos Estados Unidos alterou os seus fundos de ajuda em muitos países, incluindo Timor-Leste, isso influenciou todos os programas financiados pelo Governo dos Estados Unidos da América. Acho que precisamos procurar novas alternativas para manter os programas anteriores. A única forma de encorajarmos através da Advocacia é falar com o nosso governo para que faça investimentos para fornecer serviços de saúde através do nosso Ministério da Saúde. Acho que esta Secretaria elegeu apenas três (3) dos seus membros do FONGTIL como representantes no CCM, mas raramente atualiza algo, por isso é necessário encontrar formas de tornar os membros mais ativos na influência de qualquer política. Assim, a Secretariado do CCM-TL precisa realizar uma reunião trimestral ou semestral para encorajar a Sociedade Civil a continuar a fornecer ideias para melhorar as tarefas.

FONGTIL PARTICIPATE IN CIVIL SOCIETY ORGANIZATION ENGAGEMENT MEETING CCM-TL

Today, Monday 07 of July 2025, the Timor-Leste ONG Forum Secretariat participate in the Constituency Engagement Meeting from Country Coordinating Mechanism – Timor-Leste (CCM-TL) which will also include a presentation of the oversight site visit finding from Covalima Municipality and presenting global fund GC7 programmatic Reprioritization.

This meeting realize on FONGTIL meeting room in Caicoli, Díli with the aims to share key finding the oversight site visit in Covalima; and Prepare for upcoming CCM-TL Regular Meeting by collecting input from constituencies on the Global Fund GC7 Programmatic Reprioritization and possible funding changes.

In the opening, the president of CCM-TL Ms. Zelia Fernandes said: “today we come here to meet about the civil society engagement that we come with two (2) principal points: at first in relation with the CCM-TL regular meeting about the principal points that CCM takes to look forward what can we do to contribute for the prevent and combat the three (3) illness in our country such as the HIV/AIDS, Malaria and Tuberculosis. And another intention is in relation with the regional and international geo-politics that happening a few months ago, the United States of America change his policy on their government, appears the political decision immediately affect to reduce the global fund budget as the principal source to the three (3) illness, that’s why recently we got some notification from global fund to exercise to adjust to our budget in relation with the external policy that happening. That is why CCM Timor-Leste want to take a decision have to listen of some suggestions and recommendations from the Civil Society Organizations as a strong team that contribute directly to prevention and combat for three (3) illness”.

In the addiction, the Executive Director of FONGTIL secretariat Mr. Valentim da Costa Pinto said: “the existence of CCM-TL established a few years ago to look after for the spread illness specially for HIV/AIDS, Malaria and Tuberculosis.  In the past few years our Government has declared that Timor-Leste is free from malaria, but through our research we have detected that malaria continues to exist in health posts in Covalima, this indicates that we need to exercise our status. The CCM-TL movement had a global source of funding from the Government of the United States of America, but last year when the United States Government changed their aid supply funds in many countries including Timor-Leste influenced all programs that funded by the Government of the United States of America. I think we need to look for new alternatives to keep up with past programs. The only way we should encourage through the Advocacy is to speak to our government to make investments to provide health services through our Ministry of Health. I think this Secretariat have just elected three (3) of its members of FONGTIL as a representative to CCM but Rarely update anything so it is necessary to find ways to make members more active in influencing any Policy. So the CCM-TL Secretariat needs to hold a quarterly or semi-monthly meeting to encourage Civil Society to continue to provide ideas to improve tasks.
